Financial Incentives for Builders Transitioning to New Energy Codes

This spring, municipalities across Pennsylvania will begin enforcement of a new energy code.

All homes with contracts signed or permit applications submitted on or after October 1, 2018 are subject to the 2015 International Energy Conservation Code (IECC) — with amendments.

Builders whose projects qualify for the Pennsylvania Energy Efficient New Homes Program offered by FirstEnergy’s Pennsylvania utilities (Met-Ed, Penelec, Penn Power and West Penn Power), are already well on their way to constructing homes that conform with the 2015 IECC requirements.

Participating builders can receive hundreds of dollars or more in financial incentives. For multifamily projects, builders can earn thousands of dollars per building with rebates issued on a per-unit basis.

The code mandates blower door testing, sets a maximum air leakage rate of 5.0 ACH50, reduces allowable duct leakage by two thirds, requires 75 percent installation of high-efficiency lighting (such as CFLs, LEDs, or T-8 linear fluorescents), and increases the insulation minimum levels for wall and attic spaces.

Builders are encouraged to contact the Pennsylvania Energy Efficient New Homes Program for technical assistance on code requirements and to understand the financial incentives available for their upcoming projects. Program Manager Zach Ambrose can be reached at coordinator@energysavepa-newhomes.com or call 412-715-2297

PBA Announcement

The PBA is excited to introduce a new business planning opportunity in which they hope you might participate. Small Business Growth Partners is a cutting-edge small business growth firm referred to us by our colleagues in other state builder associations. Wisconsin, Indiana, Michigan and Virginia have already experienced great success with Growth Partners. We view this as an ideal occasion for you to explore improving your business. Growth Partners specializes in helping builders, remodelers and contractors develop better businesses. They only work with HBA members, and are completely private (meaning, they do not work with the general public, and PBA members will be the only business owners in Pennsylvania to which they offer their services. Period). This exclusive expertise is what attracted me to their services. They are from our industry and respect the professionalism that HBA membership entails.   To test their service here in Pennsylvania, the first 50 member-companies who express interest can have a Business Diagnostic Plan of Actions (BPA) done at no cost to the participant.  Read more about this opportunity on our Builders Blog

Our highest priority is to help you choose the right fit for your next home improvement project. Our Mission
